With the tie locked at 0-0 from the first leg, both sides played a nervous and tactical game.
But Leicestershire side St Andrews opened the scoring in the 63rd minute through England schoolboy international Brady Hickey, who fired a fantastic volley past goalkeeper past Jordan Nixon.
Hickey had played in his country's 5-3 win over Northern Ireland less than 24 hours prior to the Semi-Final kick-off and had to catch a late flight from Belfast on Friday to make the match.
County Durham outfit West Auckland, who reached Wembley two years ago but lost out to Dunston in that final, had looked destined for disappointment as they failed to find the net after countless chances.
But Richardson became the hero with two strikes in the last 11 minutes to win it for West Auckland.
John Campbell rattled the bar with a thunderbolt strike moments before the first but Richardson remained composed to draw his side level.
The Leicestershire crowd grew nervous as West Auckland heaped the pressure on the St Andrews defence.
With just three minutes left and extra-time looming Richardson popped up with the winner as the away fans celebrated their sides second chance for glory under Wembley's arch.
When the final whistle blew manager Peter Dixon was thrown into the air by his players as they celebrated a glorious victory.
