Under-21s defender Carl Jenkinson has made the short move across London by joining West Ham United from Arsenal on a season-long loan.
Dier is set to sign for Spurs from Sporting Lisbon
The 22-year-old was a regular for Gareth Southgate’s side last season and will be hoping that he can enjoy more regular first-team football at the Boleyn Ground after making just 14 league appearances for the Gunners last term.
"I’m clearly seen as a big part of things here and hopefully I can prove my worth here because it is an important year for me," said Jenkinson.
"I was flattered to have a lot of options but deep down, if I was being honest with myself, West Ham was always the place I wanted to go to."
And his Under-21s squad-mate Eric Dier looks set to arrive in the Premier League with Tottenham Hotspur reaching an agreement with Sporting Lisbon to sign the defender.
The deal is subject to Dier, who has represented England at U18, U19, U20 and Under-21 level, passing a medical with the White Hart Lane club.
Dier has spent his entire career so far, aside from a youth loan with Everton in 2012, with the Portuguese giants after moving from England to the Algarve with his family as a youngster
Over in west London, another outgoing loan was completed on Friday with Chelsea’s young midfielder John Swift heading north to Rotherham United.
The England U19s player has joined the newly-promoted Championship club on a season-long loan, after returning from Chelsea’s pre-season tour of Europe last month.

The 19-year-old had impressed Blues boss Jose Mourinho during training and in his appearances in their warm-up games so far, but will now have to chance to experience competitive football at the New York Stadium.
Speaking last week about his plans for Chelsea's younger players, Mourinho revealed: "People like [Patrick] Bamford, Swift and [Nathaniel] Chalobah - they are ready to go to other clubs and have a good loan.
"We feel they need to compete against men in a different league."
