The 23-year-old switches to the Stadium Of Light after the two clubs agreed on a reported fee of £10m on Monday afternoon.
And Rodwell has signed a five year contract with Gus Poyet’s side after passing a medical and agreeing terms on Tuesday.
He will now link up with the Black Cats squad in time for their two remaining pre-season games with Real Betis and Udinese, which take place at the new Heritage Park venue in Bishop Auckland.
The Southport-born player has been a regular for the Three Lions throughout the age groups, winning caps at U16, U17, U19 and Under-21 level before making his senior bow against Spain in November 2011.
His last cap for England came in the 2-2 draw with Brazil in the Maracana Stadium last May.
After starting his career at Everton and making a big impression as a youngster at Goodison Park, he moved to the Etihad Stadium in the summer of 2012 but saw his appearances for the Sky Blues restricted by injury, only featuring in ten games last season.
