The Newcastle United goalkeeper saved one spot-kick and watched two go wide as the Young Lions defeated Holland 4-1 on penalties after the two nations fought out a 1-1 draw in the final at the Ta’Qali National Stadium on Wednesday.
"It’s unbelievable and a dream come true," said Woodman. "I couldn’t believe it when Jonjoe Kenny put his penalty away.
"I just thought it was too good to be true and to win on penalties, after two good teams had fought it out like we had, it was probably the perfect way."
Woodman, who saved a penalty in the group stage win over Turkey last week, says he was always confident of being the hero if it came down to a shoot-out after plenty of practice in training.
He said: "As soon as it went to penalties I knew that I’d save one or two.
"I feel I have good ability with penalties, and our lads were great with theirs, and their ‘keeper stood no chance on any of them.
"We’ve been practising in training for the last few weeks, and now that hard work has paid off.
"As soon as the skipper Lego [Ryan Ledson] stepped up and put it away, I knew we’d be fine – and then for me to save the next one got us off to the perfect start.
"Words cannot describe how we feel now.
"We showed great spirit throughout this competition and I just can’t believe we are champions of Europe!"
