The Three Lions boss picked Southampton defender Clyne and Swansea City midfielder Shelvey in his squad to face San Marino and Estonia after being impressed by their recent performances.
And the duo serve as examples of what can happen following a strong start to the campaign.

"We’ve been watching people like Clyne and Shelvey for a long time and [Kieran] Gibbs has been in several squads before and would have been in others had he not been injured," said Hodgson.
"For Clyne and Shelvey who don’t have a lot of experience with us, I hope that will be a guide to other players who are playing regularly.
"If they play well and produce the performances, we will see them as we watch all the matches and there are never any matches played at the weekend which either I don’t see myself, or my staff don’t see or get reports on.
"We have a lot of inside information to go on and we just have to make our decisions from there."
Hodgson and his squad meet up at St. George’s Park on Monday to begin their preparations for Thursday’s Euro Qualifier with San Marino at Wembley.
They follow that with a trip to Tallinn to face Estonia three days later, and after a winning start to their qualifying campaign in Switzerland last month, Hodgson is hopeful his team can make it three wins from three.
"We’ve got these two important qualifiers which follow very quickly one after the other, but at least I will have a chance to meet up and talk with the players again and hopefully prepare our play going forward," he added.
England manager Roy Hodgson speaks about his squad selection for San Marino
"I always look forward to meeting up with the players, they’re a great bunch of people to work with so we’re keeping our fingers crossed that there won’t be any injuries over the weekend and the squad I’ve selected will all be there on Monday."
Two absentees from Hodgson’s squad include young defenders Calum Chambers and Luke Shaw, who will be linking up with Gareth Southgate’s Under-21s squad.
With a crucial Euro play-off for the Under-21s against Croatia over two legs next week, Hodgson felt it was the right move for both the players and England with a spot at next summer’s Finals in Czech Republic at stake.
And, speaking at the unveiling of a new artificial pitch at Charles Darwin School in Kent, Hodgson hopes they can help Southgate’s side to victory and boost their own chances of a senior recall in the future.
"It is important that they’re with the Under-21s," he explained.
"Calum got promoted over the Under-21s last time, not least of all because we had a few injuries to more senior players, and Luke has only really played one game since the World Cup.
"He played a couple of pre-season games for Man United but was injured for a long time and I think it will be good for him to get two games under his belt with the Under-21s and hopefully help them to qualify.
"But both Calum and Luke are very much in my plans going forward for the future and it was purely a case this time of feeling we could get by well enough with the players that we have to let them step into the Under-21s.
"I’m expecting both of them to help England [Under-21s] qualify and come back to the national team, and then we’ll see next summer whether they can take part in the [Under-21s] tournament or not."
