Liverpool, with assured performances from full-backs Nathaniel Clyne and Joe Gomez, maintained their unbeaten start to the season with a third consecutive clean sheet.
But it was Arsenal's defence who came under the heavier scrutiny, particularly in the first half, with Calum Chambers brought in amid an injury crisis at the heart of the back four for the Gunners.
And goalkeeper Petr Cech felt Chambers, along with centre-back partner Gabriel Paulista, stood up to the task manfully.
Cech told Sky Sports afterwards: “Today was a particularly difficult situation, because both central defenders (Per Mertesacker and Laurent Koscielny) couldn't play.
“So there was a bit of pressure on Gabriel and Calum, but they kept their heads up and did their best.
“The lads who came in did what they could to do well and with more experience they will get better.”
James Milner wore the Liverpool captain's armband in the absence of the injured Jordan Henderson and saw a close-range volley pushed behind by Cech in the first half.
Philippe Coutinho was denied by the crossbar and post, while the eneregetic Clyne saw an effort pushed wide after a marauding run down the right flank.
Jordan Ibe was introduced from the bench in the second half along with Rossiter but it was Arsenal who looked the most likely to score.
Substitute Alex Oxlade-Chamberlain twice went close in the final 10 minutes, while a dangerous low cross was turned behind by defender Martin Skrtel with Theo Walcott waiting to pounce.
Liverpool boss Brendan Rodgers said: “I thought our back four and goalkeeper were outstanding. Overall, we have kept a good clean sheet, but I'm disappointed we didn't get the win.
“As a team we looked organised and a threat going forwards.”
Of the 220 Premier League starters last weekend, 64 can play for England (29.1 per cent).
The 2015-16 average to date is 30.8 per cent.
