The 18-year-old arrived at Anfield from Charlton Athletic in June and has caught the eye of the Reds boss during the club’s pre-season trip to Thailand and Australia.
And after showing his versatility by playing as a left-back in Friday’s victory over Brisbane Roar, Rodgers says Gomez will be starting the season in his squad, rather than a potential loan spell away.
"He's staying," revealed Rodgers, who saw goals from England midfielders Adam Lallana and James Milner secure a 2-1 win for his team.
"I've seen enough in this period; you judge young players, I always bring them in and, over pre-season, have a good idea of whether we're going to keep them or not.
"Seeing him, in particular, close at hand and his personality - he'll be staying, he'll get games."
Gomez has been a regular for the Young Lions since U16 level and was part of the U17 squad who won the European Championship title last summer.

He then featured for the U19s last term, ironically under new Reds assistant manager Sean O’Driscoll, after breaking into Charlton’s first-team at the start of the campaign.
And Rodgers has been left in no doubt that Gomez will be a valuable asset for his squad in the Premier League next season.
"He's only 18 years of age, but seeing him play at left-back for the first time, he looked an outstanding athlete and a really good footballer," he added.
"I've seen him at centre-half and at right-back, but I wanted to see him at left-back - and I thought he was outstanding."
Liverpool are next in action on their tour of Australia on Monday when they take on Adelaide United.
