Fellow Lioness Eni Aluko had given the league leaders an early lead from close range but Duggan levelled on 37 minutes to earn her side a point.
And with the England World Cup squad to be announced on Monday, Duggan hopes she can take her form to Canada – if she makes the cut.
"The confidence is building, I’m feeling a lot sharper and with that comes goals," she said.
"I’m glad I got on the scoresheet and hopefully I can be on the plane to Canada and take that with me to the World Cup.
"I’ve had a tough start to the season but I’m feeling better with every game I play.
"I felt rusty when I came back from injury – as predicted – but it’s nice to get off the mark in the league.
"It’s disappointing not to win, but it’s lovely not to lose as well. We’re feeling positive, we know we performed well."
Elsewhere, Arsenal were left disappointed as Nikki Watts netted a second-half equaliser to secure a point for Bristol Academy.
Arsenal had taken a first-half lead thanks to Chioma Ubogagu who got on the end of 100-cap England international Alex Scott’s cross to turn home from 12-yards.
But the hosts grew into the game after the break and deservedly levelled with 20 minutes left after Frankie Brown’s ball broke to Watts whose shot from the edge of the area went in off the post.
And in the weekend’s other matches promoted side Sunderland looked at home in the FA WSL 1 as they stormed to a 3-0 win over Birmingham.
A first-half blitz saw goals for Beth Mead and Brooke Chaplen before Vicky Greenwell sealed the win with a sublime free-kick on the stroke of half time.
And Fran Whelan netted a second-half header as Notts County picked up a 1-0 win over Liverpool.
